County Clerk Duties & Responsibilities

The responsibilities and duties of the County Clerk are explicit and defined by the Oklahoma State Statutes.


The County Clerk is responsible for a wide range of duties mandated by the Oklahoma State Statues. The County Clerk serves the public as the official keeper of county records. These records include instruments filed by private citizens and public officials such as real estate related filings, mortgages, plats, military discharge, leases, oil and gas production, tax liens, etc.

As Registrar of Deeds, the County Clerk receives, records, and preserves these records, in many cases for perpetuity. In addition, the County Clerk serves in a number of other important functions. The County Clerk prepares and posts agendas, as well as, maintains meeting minutes for the following boards:


The County Clerk is also responsible for the administration of the following financial responsibilities for the county.

  • Provide Payroll functions for close to 200 County employees, County officers and departments.

  • Process pay claims for all elected officials, departments, and staff.

  • Purchasing Agent for the County.

  • Administers health insurance for employees.

  • Process governmental income tax reports.

  • Provide accounts payable functions for all County departments.

  • Encumber, audit and pay all County purchase orders for materials and services.

  • Balance all outstanding warrants to the Treasurer's monthly reports.

  • Prepare the County's Annual Financial Report and Monthly Financial Reports. The Accounting department is responsible for the auditing
       records and balance of all accounts

  • Receive all claims filed against the County.


Our records are public information and may be viewed during business hours Monday through Friday from 8:00 a.m. until 5:00 p.m. or online.

Attention:

Starting March 2nd the Payne County Clerk's office will require that every deed/ conveyance filed in the County Clerk's office be accompanied by the attached documentary stamp certificate which will facilitate clarification of the documentary stamp collection, or exemption. The certificate can be found in the forms on this website.

This certificate must be filled out, signed, and presented with every document deed/conveyance for filing. The certificate will not be a part of the public record filing with the instrument.

FOR EXEMPTIONS OF DOCUMENTARY STAMPS you must not only have the attached certificate, but as stated in the regulations of the Oklahoma Tax Commission the exemption must be on the face of the deed showing the authority under Title 68, section 3202 the exemption of the tax, and the paragraph that applies to this filing clearly referenced.
